The last detailed circulars on LFC and PL encashment schemes/rules for Officers was issued in the year 1987 vide Circular 113/87 dated 27.3.1987. There were few amendments/changes in the existing rules and certain modifications are also felt necessary. Hence, with a view to have for ready reference on the aspect relating to LFC and PL encashment schemes/rules for Officers, we are pleased to bring out an updated consolidated circular on the subject matter.
This circular is in super session of all earlier circulars on the subject matter and may be followed henceforth.
It may also be noted that the provisions narrated herein are subject to IBA/Government guidelines and amendments/changes effected according to CBOSR 1979 from time to time by appropriate authorities. The clarifications/guidelines/rules contained in this circular are applicable only for LFC and PL encashment schemes for Officers.
1.
ELIGIBILTY
1.1 All full time officers of the Bank including Probationary Officers who have Completed 11 months of active service are entitled for Leave Fare Concession Facility.
1.2
In a LFC block of 4 years, officers along with eligible family members
are eligible to avail LFC to go to native /home town
or place
of domicile
(in lieu of native place) once in a sub-block of 2 years each by
shortest route. Alternatively, in a 4 years block
in one sub-block of 2 years, they may avail LFC to go to native
place/home town
or place of domicile (in
lieu of native place) by shortest route and in the other sub-block
of two years, they may avail LFC to go to any place in
1.3 LFC may be availed by proceeding on casual leave/privilege leave/sick leave/extra-ordinary leaves on loss of pay on medical grounds (i.e. when no other eligible category of leave is available)/special leave for mountaineering and trekking, as also Maternity leave. Officers are not permitted to avail LFC, without taking any leave and Undertaking journey on holidays only.
1.4
DEFINITION
OF FAMILY
Family for the purpose of LFC will be limited to spouse, children and also parents, Brothers, sisters and widowed/deserted daughters and sisters wholly dependant on The officer.
NOTE:
a. The term wholly dependant children/brothers/sisters/parents, widowed/deserted
Daughters and sisters shall mean such relative having a monthly income not exceeding Rs. 500/- per month.
b. In the case of brothers/sisters/widowed/deserted daughters and sisters they must,
In addition, be ordinarily residing with the officer.
c. The term ‘Children’ shall include step-children and legally adopted children but
shall not include married daughters except widowed/deserted sisters.
d. The term ‘Brothers & Sisters’ shall not include step brothers, step-sisters, married
. brothers and married sisters except widowed/deserted sisters.
e. The term Parents shall include step-mother but shall not include step-father.
f. If income of one of the parents exceed Rs. 500/- per month or the aggregate
Income of both the parents exceeds Rs. 500/- per month both the parents will not be considered as wholly dependant on the officer. In such cases the officer’s
Brothers and sisters are also to be considered as dependant on parents only and
Brothers and sisters will not be considered as wholly dependant on the officer
Even though they are residing with the officer and do not have individual income of Rs. 500/- per month.
For the purpose of computing income, all earnings from any source such as salary/pension/scholarship/business profit or unemployment relief etc., has to be taken into consideration.
g. The above definition of “family” hold good in the case of unmarried female officer employees also.
h. In the case of married female Officers, the criteria for inclusion of wholly dependant parents or parents-in-law/brothers/sisters/widowed/deserted daughters and sisters in the definition of family will be as under:
i. Parents or parents-in-law (but not both)/brothers/sisters/widowed/deserted daughters and sisters of the female officer employee shall be ordinarily residing with and wholly dependant on the officer.
ii. The female officer is the only earning member in the family.
iii. If the other earning members are married daughters in which case the bank may consider on merits the claims of the officer for inclusion of parents or parents-in law/brothers/sisters/widowed/deserted daughters and sisters for LFC purpose.
i. With regard to the above, while submitting LFC bill, the Officer should give a declaration on the following lines, if applicable.
“I hereby declare that members of my family mentioned above are wholly dependent on me and we traveled by the class and transport for which the actual fare is claimed in this bill. I further declare that the information furnished by me are true. I further declare that:
1. The income of either of my wholly dependant parents/parents-in-law or their aggregate income does not exceed Rs. 500/- per month.
2. The income of my wholly dependent son/daughter/brother/sister /widowed/deserted daughters and sisters as also Parents-in-law does not exceed Rs. 500/- per month.
3. The brother/sister/widowed/deserted daughters and sisters parents/parents-in-law ordinarily resides with me.
1.5 If brothers and sisters are staying in Boarding Schools/Colleges, they will be eligible for LFC provided they are wholly dependant on the Officer . In such cases, however, the Bank, will not insist for fulfilling the condition that they should be ordinarily residing with the officer. As regards income of brothers and sisters and parents, conditions stipulated in Clause 1.4 will be applied for determining the eligibility.

Whenever LFC is availed to go to any place in

DEFINITION OF “SHORTEST ROUTE”
For the purpose of calculating entitlement for reimbursement of fare incurred under LFC travel, The definition of “shortest route” will be as under:
1.7.1
In case of Officers eligible for air travel:
1.
If the place of work and destination/native place are directly
connected by air:
The air travel by flight directly connected between place of work and destination/native place will be the “shortest route”.
2.
If the place of work and place of destination/native place are
not directly connected by air:
The shortest route would be “shortest route” by train.
However,
if there is an air link from the place of work to a place enroute destination
or airlink is available from a place (enroute destination) to
destination/native place, Officers may travel by air between those places
connected by air by shortest route. In such cases, as per
Further, if the place of work and destination/native place /place of domicile are not directly connected by air, a reasonable deviation to get the air facility will be permitted provided the sanctioning authority is satisfied with the reasonableness of such deviation.
1.7.2
In the case of Officers who are not eligible to travel by air
The shortest route would be shortest route by train from the place of work to place of destination/native place.
1.8
Whenever LFC is availed by family members and officers
independently, the sub- block/block for which the LFC is availed by the officer
and family must be the same. In other words, whenever LFC is availed by the
officer ‘to go to the native place’ in a sub-block, the family members
should also avail LFC ‘to go to native place’ only. To clarify further, in
a particular sub-block where the officer avails LFC ‘to go to the native
place’ the family member can not avail LFC to go to any place in
1.9 If the officer and eligible family members avail LFC on different dates, the facility of traveling by own car/taxi will not be available twice. In such cases where the members of family travel separately by road, the entitlement will be actual or first class rail fare for the distance whichever is lower.
1.10
Commencement of LFC Block
1.10.1
New recruits appointed directly in officer’s cadre
The LFC block will commence from the date of appointment/recruitment. However, they will be permitted to avail LFC only after 11 months of active service.
1.10.2
In the case of promotee officers
a. The 4 year Block in officer’s cader will commence after the expiry of the current LFC block (which commenced before the date of promotion to officer’s cadre) for which he has availed LFC as a workmen employee.
b. Where the promotee officer has not availed LFC for the current block of LFC (which commenced before his promotion to officer’s cadre), he has the following two options:
1. he may avail LFC under workmen’s entitlement for the current block, as if he is a workmen employee for all purpose viz., LFC block, entitlement etc.
OR
2. He may surrender his LFC block as a workmen employee and avail under entitlement as an Officer employee of the Bank. In such an event his 4 year LFC block in the officer’s cadre will commence from the date of promotion to officer’s cadre.
2.
ENTITLEMENT
2.1 In terms of CBOSR 1979, the officer and his eligible family members are entitled to travel by the following mode and class of travel depending upon the grade/scale in which the officer is placed:

c. In the case of officers in Top Executive and Senior Management Grade Scales, they may travel by taxi between the places not connected by Air or Rail provided the distance does not exceed 500 KMs. However, when the major part of the distance between the two places could be covered by Air or Rail, only the rest of the distance could normally be covered, by taxi. For travel by taxi, actual reasonable taxi charges at the rates permitted by the competent Authority from time to time for one way for actual travel will only be reimbursed.
d. Officers in Junior Management and Middle Management Grade not eligible to travel by air and are entitled to travel by I Class by train may travel by II class AC Sleeper provided the journey between the place of work and the destination and vice versa is under taken directly by the shortest route. However, if the LFC journey is under taken by different / lower modes and class of travel or by circuitous route, the entitlement will be calculated taking into Account only I class train fare.
However, if the part of such journey is covered by II class AC Sleeper by shortest route, reimbursement of differential fare between I class by train and II class AC Sleeper will be made for that part of the journey in addition to their entitlement of I class train fare.

2.2 Entitlement for eligible children below the age of 12 years shall be arrived at as under:
a.
In the case of officers not eligible to travel by air
ENTITLEMENT
1. for children below 5 years NIL
2.5 years & above but less than 12 years ½ the entitlement of the officer
b.
In the case of officers eligible to travel by air
In the case of children below the age of 2 years and children above 2 years and children but less than 12 years, Indian Airlines charges about 10% and 50% respectively, of the fare normally charged for adult member and as such, actual fare charged by Airlines will be considered for reimbursement where they actually travel by air.
However, where they do not actually travel by air, 10% or 50% of the fare normally charged for adult members will be taken into consideration for the purpose of calculating entitlement.
2.3 Entitlement in the case of family members residing at the place other than the place of work:
Whenever LFC is availed both to go to any place in India or native place, the entitlement for the eligible family members who are not staying with the officer shall be (a) or (b) whichever is lower as given under:
a. Entitlement by eligible mode and class of travel as given in Clause No. 2.1 from place of work of the Officer to the exact place of destination/place of visit or native place by shortest route as the case may be.
OR
b. Entitlement by eligible mode and class of travel as given in Clause No.2.1 from the place of stay of the eligible family members to the exact place of destination/visit or native place by shortest route as the case may be.
2.4 LFC under ‘LFC to go to native place’ may be availed for the following:
a. Travel from place of work of the officer to the native place and return. Here LFC may be availed independently by the family members and the officer. However, such availing of LFC should be within sub-block / block concerned.
b. By eligible family members of the Officer who are staying at native place for travel from native place to the place of work of the officer and return provided the officer accompanies family members either on onward or return journey, by availing LFC.
c. By children of the Officer who are left behind at the transferor place for prosecuting studies, from place where children continue to prosecute studies to native place of the officer or to the place of work of the officer.
3.
REIMBURSEMENT
3.1 The Officer is required to indicate the place of destination in the application while applying for leave fare concession.
3.2 The Officer is free to travel by any mode and class of approved mode of transport (viz., bus, rail, air, or taxi or private car/own car/ship except own two wheeler/two wheeler, auto rickshaws). However reimbursement of fare incurred under LFC journey will be made to the extent of actual fare incurred or entitlement by shortest route from the place of work of the officer to the exact place of destination indicated by the officer while applying for LFC by the mode and class of travel to which the Officer is eligible in term of CBOSR 79 which has been indicated in Clause No. 2.1 whichever is lower. However, helicopter services provided by some of the State Tourism Development Corporations will not be treated as air link between the two places and the expenses incurred by undertaking journey by helicopter will be restricted to the entitlement calculated by the shortest route between such places.
3.3 In the case of travel by own car reimbursement will be made to the extent of entitlement by the eligible mode and class of travel as specified in Clause No.2.1 or at the rate per kilometer decided by the Board from time to time for use of own car for official work whichever is lower. In the case of travel by private car, reimbursement will be made at the rate per kilometer decided by the Board for use of own car for official work or entitlement as per CBOSR 1979 (indicated in clause no.2.1) or actual expenses incurred for petrol/diesel and oil whichever is lower. In the case of travel by registered taxi, reasonable actual expenses incurred for one way journey or entitlement as per CBOSR 1979 (as indicated in Clause No. 2.1) whichever is lower will be reimbursement.
3.4 Driver’s batta and waiting charges will not be reimbursed.
3.5 Reservation charges/super fast charges/sleeper charges once for onward journey and once for return journey will be reimbursed over and above entitlement.
3.6 Reasonable service charges for booking of tickets once for onward journey and once for return journey against production receipt/vouchers will be reimbursed over and above entitlement. However, for booking air tickets of Indian Airlines and where their office is not functioning at a local center, booking agents reasonable service charges supported by bills/vouchers will be reimbursed. If Indian Airlines Office is functioning at a centre, no service charges for booking the air tickets are permissible.
3.7 In the case of children below the age of 12 years for travel by bus, wherever full bus fare is charged, reimbursement will be made to the extent of bus fare incurred or at 0.30 ps per kilometer or entitlement of the officer for self whichever is lowest.
3.8 In the case of officers who are not eligible to travel by Air, where the destination is not accessible by train/steamer and the officers undertake journey by air along with their children, the expenses incurred for children who in the normal course are not eligible for any fare, will be reimbursed at the rate of 0.30 ps per KM or entitlement of the officer for self or actual claim whichever is least.
3.9 In the case of children, the entitlement will be as mentioned in Clause No.2.2. However, where children are not entitled for any fare but the officer incurs fare for travel, the same will be reimbursed provided it comes within the overall entitlement as ‘family as a unit’.
3.10 In hilly region where there is no transportation facilities officers who travel on pony, bullock cart and camel will be reimbursed actual charges paid on production of a receipt subject to a maximum of 0.90 ps per KM provided such claim is within overall entitlement of the officer.
3.11 Reimbursement of LFC expenses incurred for visiting abroad
Where an officer intends to visit place/s outside India by availing LFC, fare incurred for travel both within and outside India are reimbursable provided such fare comes within overall entitlement from the place of work to the last point in India enroute abroad by eligible mode and class of travel as per CBOSR 1979 by shortest route even though the officer do not touch such last place/town in India.
Please note that for permitting travel abroad, conditions stipulated in Circular No. 403/80 should be fulfilled.
3.12 In the case of travel by Rajdhani Express, fare paid without going into the aspect of supply of food, will be reimbursed provided it is within entitlement.
3.13 For the purpose of reimbursement for LFC expenses incurred, entitlement for onward and return journey will be combined.
3.14
Local Sight Seeing Charges
Normally no local Sight seeing Charges are reimbursable. However, in metropolitan cities of Ahemedabad, Bombay, Bangalore, Calcutta, Delhi, Hyderabad and Madras the expenses incurred for local sight seeing for visit on a single day and for one occasion will be reimbursed provided the travel is undertaken by ITDC/State Tourism Development Corporation/ State Transport Corporation bus and such expenses come within overall entitlement of the officer.
4. LOCAL CONVEYANCE
For travel from residence to the airport/railway station/bus station and vice
Versa, officers are eligible for local conveyance expenses incurred subject to
A maximum of Rs. 20/- per LFC per eligible member in the case of officer eligible to travel by air and Rs. 10/- per LFC per eligible member in case of others. However, Officers in Middle Management Grade Scale-II and III are eligible for local conveyance expenses incurred subject to a maximum of Rs. 20/- per LFC per eligible member only when they are eligible to travel by air (i.e. where the distance to be traveled is more than 500 KMs). This is over and above normal entitlement.
Apart from this, local conveyance expenses incurred at intermediary places i.e. travel from airport to bus station/railway station or from one bus stop station /railway station to another bus station/railway station/airport from where the officers are going to board to continue their journey, as part of LFC travel, will be reimbursed, provided such type of local conveyance is incurred for continuation of journey and the officer board the next immediate available transport. However, such reimbursement is permissible provided it comes within the entitlement.
Apart from this, other local conveyance incurred will not be eligible for reimbursement under LFC.
5.
SANCTIONING
AUTHORITY, SUBMISSION OF BILL & PROOF OF JOURNEY
5.1
Sanctioning Authority
Sanction for availing LFC will be permitted by Staff Section (Officers) of Circle Office concerned. Further, bill in respect of LFC availed are to be submitted to the following:

5.2
Submission of Bill
5.2.1 The LFC bill (NF 656 along with proof of journey) should be submitted within 7 days from the date of rejoining duties. If the Officer fails to do so, the bill is liable to be rejected.
5.2.2 If the claim is less than advance drawn, advance drawn in excess of claim should be reimbursed immediately on rejoining duty. While forwarding the bill to Circle Office for sanction, a certificate to this effect should be given in the LFC bill itself by the Senior Manager/Manager.
5.2.3 If the Officer is unable to reimburse excess advance drawn while submitting the bill, a report to this effect should be made by the Senior Manager/Manager to Circle Office while forwarding the bill. Further such excess advance should be recovered from the salary payable for the current month.
5.2.4 The LFC bill should be sent by Registered post in the case of out-station branches and by local delivery in the case of local branches. In the case of local branches, the acknowledgement obtained from staff section should be preserved safely till the bill is sanctioned.
5.3 Proof of journey
5.3.1 Air Tickets/Bus Tickets should be submitted in the case of travel by Air/Bus. The Xerox copy of air tickets/computerized boarding passes containing names/certificates from travel agents are not acceptable. If original air ticket is lost/misplaced/surrendered for part cancellation, a certificate of travel from the concerned Airlines is to be submitted.
5.3.2 In the case of travel by bus operated by private travel agency, the ticket/receipt issued should contain registration number of the bus. In case full particulars are not available in the ticket, a declaration should be submitted furnishing the following:
a. Date of journey
b. Issuing station
c. Destination
d. Numbers of seat occupied
e. Charges per seat
f. Total amount paid
g. Registration number of the bus
5.3.3 In the case of travel by train, where tickets are surrendered, a declaration should be submitted on the lines mentioned below:
a. Serial Number of the ticket including PNR No. if any
b. Date of journey
c. Date of purchase
d. Issuing station
e. Amount of train fare with break-up charges for reservation and super fast charges.
f. Destination
g. Number of persons traveled under the ticket in case where the ticket is a combined one for all the family members.
h. Class of travel
i. Train Number and name of the Train
j. Excess fare paid, if any
The officer may retain the reservation tickets and submit the same with the bill, if possible.
5.3.4 TRAVEL BY REGISTERED TAXI
i. In the case of officers for travel by Registered Taxi, the stamped receipt submitted should contain the following:
a. Name and address of the vehicle owner
b. Exact destination
c. Distance covered
d. Period of journey
e. Places visited with dates in order of visit
f. Registration number of the vehicle
g. Amount paid (words and figures)
h. Driver’s batta charged
i. Night halt charges
j. Number of persons traveled
ii. Reimbursement of fare paid will be made to the extent of entitlement as per CBOSR 1979 or actual reasonable fare for one way actual journey whichever is lower.
In case the LFC journey is undertaken by an Officer by matador Van, entitlement fare subject to reasonable one way taxi fare may be reimbursed provided the matador van is a registered taxi.
5.3.5
TRAVEL BY OWN CAR
i. The officer should give a declaration giving the following details of travel by own car:
a. Registration No. of the vehicle
b.
Exact Destination
c.
Distance traveled
d.
Period of journey
e.
Places visited with dates in the order of visit
f.
Type of vehicle and Engine capacity
iii. Officer has to produce petrol bills bearing his car number from the place of his final visit and from other centre. If there is no petrol bunk at the place of destination/native place, petrol bills for having touched the nearest place may be produced.
iv.
Reimbursement of expenditure will be on the basis of mileage
at the rates prescribed by the Board for use of own car for official work or
the entitlement as per CBOSR-1979 whichever is lower.
5.3.6 TRAVEL
BY PRIVATE CAR
1. The officer should give a declaration giving the following details of travel by private Car.
a. Registration No. of the vehicle
b. Exact destination
c. Distance traveled
d. Period of journey
e. Places visited with dates in the order of visit
f. All petrol bills in respect of expenses incurred for petrol/diesel and oil.
2. Reimbursement of expenditure will be made at the rate decided by the Board from time to time for use of own vehicle for official work or actual expanses incurred towards Petrol/Diesel and oil duly supported by Petrol bills or entitlement as per CBOSR-1979 (indicated in Clause No.2.1) whichever is lowest.
5.3.7
CONDUCTED TOUR:
a.
Officers are permitted to
undertake LFC travel by conducted tours conducted by travel agents.
b.
The conducted tours must
be conducted by approved/reputed travel agents.
c.
Besides other information
the tickets submitted should clearly indicate the following:
a.
Fare and distance
traveled
b.
Charges for lodging and
boarding
c.
Charges for guide
d.
Bus Number
e.
Date of undertaking
journey
f.
Permit number
g.
Distance covered for
local conveyance
h.
Amount paid towards
darshan fee/entry fee included in the bill.
d.
Reimbursement of charges
incurred only towards fare will be made provided it is within the entitlement
by eligible mode and class of travel as per CBOSR 1979 from place of work to
the exact place of destination indicated by the Officer and return.
e.
The Officer should
indicate exact place, destination even for availing LFC by conducted tours.
f.
Travel by conducted tours
organized by private agencies/persons will not be eligible for reimbursement.
g.
A copy of the permit
obtained from the Regional Transport Authority alongwith the list of passengers
traveled should be submitted.
h.
The Officer should submit
the list of places visited with dates of visit in the order of visit.
5.3.8
PROOF OF HAVING TOUCHED NATIVE PLACE/PLACE OF DOMICILE/ANY PLACE
UNDER REST & RECUPERATION:
Depending on mode of travel, the officer has to produce proof of having
touched native place/place of domicile/place of destination failing which the
entire claim will be rejected. However, if the native place/place of
domicile/place of destination is not accessible by approved mode of transport
viz., steamer, air, rail, bus, officer may submit proof of travel having
touched the nearest place to native place/place of domicile/place of
destination and also furnish a suitable declaration in confirmation of having
touched his native place/place of domicile/place of destination.
6.
ADVANCE PAYMENT
6.1
Only AFTER receiving
sanction from appropriate sanctioning authorities, advance to the extent of
fare for onward journey by the eligible mode and class of travel as per CBOSR
1979 for the Officer for self and eligible family members may be permitted
after obtaining the request letter in Form No.F.1119 from the Officer to the
effect that he would produce tickets for verification within 7 days from the
date of drawing the advance or before commencement of journey whichever is
earlier.
6.2
LFC advance towards return journey may be permitted to Officers availing
LFC, to the extent of entitlement, on production of onward journey tickets
without restricting the advance to the amount of tickets produced towards
onward journey, subject to maximum amount of entitlement as per rules for
return journey for the Officer and his eligible family members on submitting
Form No.F.1119.
6.3
In the case of travel by
taxi and also conducted tours, advance towards onward and return journey may be
made available before availing LFC itself without going into the aspect of
production of onward journey tickets.
6.4
LFC advance may be
permitted not earlier to 30 days from the date of commencement of leave
sanctioned for LFC purpose. Fro permitting advance earlier to this, prior
permission from the sanctioning authority is necessary.
6.5
In the case of eligible
family members of the Officer who avail before or after the officer himself
avails LFC for self, appropriate advance towards onward journey may be
permitted after obtaining an undertaking from the officer to the effect that he
would produce evidence of travel within 30 days from the date of permitting
advance. Advance towards return journey fare may also be permitted subject to
producing tickets purchased for onward journey to the Bank not later than 30
days from the date of permitting advance for onward journey.
6.6
In case of family members
undertaking return journey at a later date but within 4 months from the date of
onward journey, advance for onward journey only will be permitted initially.
Advance for return journey will be permitted 30 days before their undertaking
return journey.
6.7
Inspecting Officers:

“Drawal of advance for onward/return journey shall be permitted/made
available at the branch/office where the Inspecting Officer is conducting
inspection work subject to his giving a declaration to the said branch/office
to the effect that he has not availed any advance for onward/return journey
under the said LFC sanction proceedings from any other branch / office:.
h.
The concerned
branch/office on obtention of declaration as stated above shall permit advance
for onward/return journey by raising a BAR on the branch/office where the
Inspecting Officer’s TA bills are accounted for / suspense account is
maintained. The declaration obtained alongwith the BAR will be sent for
reimbursement to the branch / office mentioned above.
i.
Concerned branch / office
shall mention on the LFC proceedings the fact of their having made available
the advance for onward/return journey under the said proceedings.

FAMILY AS A UNIT
Whenever
LFC is availed by the Officer and eligible family members to the same place of
destination/visit, for the purpose of reimbursement, entitlement for all
eligible family members shall be combined. In other words, entitlement will be
computed by taking family as a unit and reimbursement of fare incurred will be
permitted to the extent of total fare incurred or entitlement for family as a
unit whichever is lower.
For
computing entitlement for family as a unit the Officer and eligible family
members may travel by a different mode and class of travel and also by a
different route. However, their exact place of destination should be the same
and all members of family and the Officer should avail LFC together that too
within the leave period of Officer.

CHANGE
If
the officer fails to touch the exact place of destination for which he is
permitted LFC, the claim for reimbursement of fare incurred will be rejected.
However, if the Officer could not visit exact place of destination for
unavoidable reasons, the Officer may be permitted change in destination.
However, request for such change should be made to LFC sanctioning authority on
or before the submission of the bill.

CANCELLATION
LFC
permitted should normally be availed. However, if the Officer could not avail
sanctioned LFC due to unavoidable circumstances, the Officer has to write to
the Staff Section (Officers) of Circle Office concerned. The LFC permitted will
be treated as not availed and he would be permitted to avail LFC at a later
date but within the same sub-block/block provided.
a.
The advance drawn is refunded within 7 days from the date of
drawing the advance
OR
b.
Where the tickets are purchased from the advance, the advance is
refunded within 7 days from the date of cancellation of tickets.

GENERAL
10.3
Officer must give 30 days notice for availing LFC.
10.4
Whenever LFC is sought to be availed on Sick leave or Casual
Leave. 30 days notice will not be insisted. However, prior sanction should be
obtained from the sanctioning authority. But, whenever LFC is availed on
medical grounds, a certificate from the doctor is to be submitted insisting
change of weather/place.
10.5
The Senior Manager/Manager incharge of the branch/section should
forward the application received duly date-stamped to the sanctioning authority
with his specific recommendation.
10.6
The Officer should be relieved by Senior Manager/Manager to avail
LFC only after sanction is received from the sanctioning authority.
10.7
LFC is treated as having availed once onward journey is
commenced.
10.8
LFC may be availed by family member/s and officers independently.
However, such availing should be within the block/sub-block concerned.
10.9
If the LFC is availed independently by family member/s, return
Journey should be completed within 4 months from the date of undertaking onward
journey by them.
10.10
Prior permission from sanctioning authority is required for
undertaking LFC journey by family member/s prior to or after the officer
himself availing LFC for self. Non-availing of LFC by the Officer for self is
not a bar for availing LFC by the family members in a particular block/sub
block, excluding the circumstances under which LFC has been availed in terms of
clause 2.4.b.
10.11
Whenever LFC is availed by Officers and his eligible family
members together and family members could not complete return journey alongwith
officers due to unavoidable circumstances, a maximum of 4 months time(from the
date of rejoining for duty by the officers) may be permitted by the sanctioning
authority for completion of return journey by family members. In such cases
advance permitted for family members for return journey should be recovered. In
case, family members do not undertake either onward or return journey or do not
produce proof of onward as well as return journey, their claim will not be
considered even to the extent of one way journey fare/proof of journey
established.
10.12
In case the spouse is employed in our bank, the Officer is
entitled to avail LFC for self and his eligible family members either under
his/her entitlement or under entitlement of his/her spouse but not under both.
10.13
Whenever LFC is availed under “LFC to go to native place”
block/sub-block, Officers are not permitted to operate after touching the
native place and also from the place of work after the return journey. Expenses
incurred for operating from native place/place of work will be rejected.
10.14
Whenever LFC is availed “to go to any place in
10.15 The Officer availing of LFC will, if he/she so requests, be advanced any salary falling due during his/her leave period. However, such advance payment of salary (Salary for this purpose shall mean, the normal NET take home salary) shall be made on the date of relief. The payment of advance salary has to be effected by debiting Sundry Assets-Sundry Debtors and the same is to be adjusted/recovered while paying the regular salary for the month on the due date of salary.
11 TAXABLE PORTION
Vide memo No. 189/90 dated 27.10.90 of Taxation and Gratuity Section, HO have furnished the limits upto which LFC reimbursement received by an Officer is exempt from tax.
PRIVILEGE LEAVE ENCASHMENT
1. Once in a block of 4 years, Officers are permitted to encash a maximum of 30 days privilege leave while availing LFC.
2.
Commencement of P.L. encashment block
2.1
New Recruits appointed
directly in Officers’ cadre
The P.L. encashment block will commence from the date of appointment/recruitment.
2.2
In the case of promotee
officers
2.2.1 The 4 years P.L. encashment block will commence after the expiry of the current block (which commenced before promotion to officer’s cadre) for which he has availed P.L. encashment as a workmen employee.
2.2.2 In the case of promotee officers who have not availed P.L. encashment facility as a workmen employee for the block which commence before promotion to officer’s cadre, the 4 year P.L. encashment block will commence from the date of promotion to officer’s cadre.
3. GENERAL
3.1 P.L. may be encashed while availing LFC by proceeding on casual leave/P.L. / Sick Leave/Special leave for mountaineering as also M.L.
3.2 Prior Sanction of sanctioning authority viz., Staff Section of Circle Office concerned/HOSA Section, Personnel Wing, as the case may be, must be obtained for availing encashment facility.
3.3 Salary payable as on the date of relief for proceeding on leave with LFC will be taken into account for disbursing P.L. encashment.
3.4 30 days shall be taken as a month for encashment purpose.
3.5 For the purpose of P.L, Basic pay + SI + DA + CCA + PQA + HRA and such other allowances payable for the month shall be admissible, which are permanent in nature. However, for Officer residing in Bank’s Quarters, to whom Bank will not pay any HRA, notional HRA payable at the place of work without reference to rent paid receipts(minimum HRA) shall be taken into account for the purpose of PL encashment and PA paid, if any, shall be excluded for the purpose.
3.6 The amount of encashment may be calculated as above and may be paid one week prior to the commencement of leave.
3.7 Encashment is treated as having been availed as on the date of commencement onward journey under LFC.
3.8 PL encashment is permissible only while the Officer avails LFC for self.
3.9 In case, LFC journey is not established and LFC claim of the officer is not sanctioned, he cannot be permitted to encash the privilege leave and the same has to be recovered.
However, if the LFC claim is rejected for technical reasons, amount disbursed towards leave encashment need not be recovered as LFC is treated as availed.
IT MAY PLEASE BE NOTED THAT LFC CLAIM WHICH IS NOT BONAFIDE WILL BE TREATED AS GROSS MIS-CONDUCT AND ATTRACT DISCIPLINARY ACTION AND IF ESTABLISHED, LIABLE FOR IMPOSITION OF APPROPRIATE PUNSIHMENT, INCLUDING THAT OF DISMISSAL FROM THE SERVICES OF THE BANK.

Reimbursement of
Taxi Fare
b.
While
on LFC
In
terms of clause 5.3.4 of Cir 320/91, in the case of travel by Registered Taxi,
reimbursement of fare will be made to the extent of entitlement as per CBOSR
1979 or actual reasonable fare for one way actual journey whichever is lower.
It
is clarified that the maximum ‘reasonable fare’ fixed by the Bank for the
above purpose is Rs.3.00 per KM for the present.
5.
LFC – Circular 320/91 –
Modification to certain Clauses :
In the case of Officers who have shifted their family to the place of work on transfer and subsequently shifted them to the native place/third place for personal reasons, the family members will not be eligible to visit the Officer’s place of work either under ‘LFC TO GO TO NATIVE PLACE’ or under ‘LFC TO GO TO ANY PLACE IN INDIA’. However, they will be eligible to visit a third place under ‘LFC to go to any place in India’ and their entitlement will be in terms of Clause 2.3 of Circular 320/91 dated 16.09.1991.

SUB: Travel by Private Airlines by the
Officers While on duty/Leave Fare Concession.
The
Regulation 41 of the Canara Bank (Officers’) Service Regulations – 1979
deals with reimbursement of expenses on travel.
As
per the above Regulation, the eligibility of the Officers to travel by air is
as follows:
a.
Officers in Junior Management
Grade may travel by First Class or AC Sleeper by train. However, they may
travel by Air if permitted by the competent authority, having regard to the
exigencies of business/public interest.
b.
Officers in Middle Management
Grade may travel by Air if the distance to be traveled is more than 500 kms.
Officers in Middle Management Grade may travel by air even for a shorter
distance, if permitted by the competent authority, having regard to exigencies
of business or public interest.
c.
Officers in Senior Management
Grade or Top Executive Grade may travel by Train AC I Class or by Air.
Further,
as per the existing guidelines, Officers eligible to travel by Air are required
to normally undertake the journeys by utilising the services of Indian
Airlines. However, Officers are permitted to travel by private airlines also,
in which case the reimbursement will be restricted to the corresponding fare
charged by Indian Airlines or actual amount incurred, whichever is less,
provided the sector is serviced by Indian Airlines. However, in case of journey
by Private Airlines where Indian Airlines Services are not available, the
reimbursement is restricted to First Class fare for the distance between the
places by shortest route or the actual expenditure incurred, whichever is less.
The details in this regard are furnished in our Circular 127/95 dated
27.04.1995.
Subsequently,
in the light of the representations from Circles/Canara Bank Officers’
Association, the matter has been re-examined in detail and it has now been
decided to permit the reimbursement of air fare in respect of journeys
undertaken by Officers by private airlines, as follows, while on official
duty/Leave Fare Concession:
1)
Where the Indian Airlines Services
are available, the reimbursement will be restricted to the fare charged by
Indian Airlines or actual fare incurred, whichever is less.
2)
Where Indian Airlines are not
available and only Private Airlines are operating, the reimbursement will be
restricted to actual fare incurred for traveling by Private Airlines.
3)
The restriction with regard to
minimum distance of 500 Kms. And more for air travel eligible officers shall
continue in respect of journeys undertaken by Private Airlines also.
THE
ABOVE GUIDELINES SHALL BE EFFECTIVE FROM 18.09.96.
All
other guidelines in the matter advised earlier shall remain unchanged. Officer
employees are advised to take note of the above.

SUB: Air Travel while on LFC/Official Work
Officer employees are required to travel only by Domestic Airways/National Carriers while proceeding on LFC/Official Work.
It is further clarified that Officers traveling by Foreign Airlines shall not be reimbursed the air fare for such travel, even though if the fare claimed by them is less than the fare charged by Domestic Airways/National Carriers.
DIVISIONAL MANAGER
We draw attention of all
Officers/Managers to
the HO Circular No.
170/2005 dated 04.07.2005 wherein provisions
relating to
LFC have undergone changes
and a new provision permitting
encashment of
LFC without undertaking journey has been provided.
In terms of the above, HO has further informed that :
1]
For the purpose of encashment of LFC, the Officer
Employee has to avail any
category of leave, as applicable to availment of
LFC, in terms of HO Circular 320/91 dated 16.09.1991.
2] Both the amount of LFC encashment and PL encashment shall be disbursed only on the date of relief for proceeding on leave.
3]
For the purpose of payment of PL encashment, the salary payable,
as on the date of relief for proceeding on
leave, shall
be reckoned.
4]
For the purpose of payment
of LFC encashment, Railway
Fare prevailing as on the date of relief
for proceeding on
leave, shall be reckoned. Any revision in Railway Fares if any, after
the sanction will be taken care of.
5]
Officers intending to avail LFC
encashment facility
have to submit the
application as per
the proforma
enclosed to
the concerned Staff Section and the disbursement shall be
permitted only after
the receipt of sanction.
6]
The amount of LFC/PL encashment permitted should be
debited to
Sundry Assets and the Input III
shall be
sent to
concerned Establishment Cell/Staff
Section. On
receipt of
the Branch Advice from the
Establishment Cell/Staff Sections, the entry in Sundry
Assets shall be adjusted.
7]
Encashment of LFC is applicable for family as a whole. As such, the
request of the employees to permit LFC Encashment for self and permission to
undergo LFC journey by family members and vice versa is not permitted.
The
wholly dependent brothers/sisters of the Officers
do not
come under the definition of "Family".
8]
The facility of encashment of Privilege leave while availing of LFC is
also available while encashing the facility of LFC.
9]
Encashment of Leave Fare Concession is subject to
deduction of
admissible tax at source.
10]
Leave Fare Concession for a travel to native
place/place of
domicile is not encashable i.e. in a block
of 4
years, an
Officer Employee can encash only one Sub Block i.e.
for Rest &
Recuperation only.
11]
The permissible amount of encashment of Leave Fare Concession as at the
prevailing Railway Fares is as follows :

Encashment.

Encashment of LFC, once sanctioned, cannot be modified.
All other terms and conditions mentioned in the Circular No. 320/91 dated 16.09.1991 and Circular No. 170/2005 dated 04.07.2005 shall remain unchanged.
